Judge Cynthia S. Leung
Judge Cynthia S. Leung was appointed by the Las Vegas City Council on Feb. 6, 2008, as Las Vegas Municipal Court Judge for Department 1, filling the vacancy created by the late Judge Toy R. Gregory and elected in 2009.
Judge Leung was unanimously elected Chief Judge and served from July 2011 to July 2013.
Judge Leung is a member of and served as President for the Nevada Judges of Limited Jurisdiction (2014), serves on the Nevada Supreme Court Judicial Council Southern Nevada, Legislative Committee, Access to Justice Committee and is a member of the American Judges Association.
Judge Leung earned her undergraduate degree from the University of California- Berkeley, and juris doctorate from Southwestern School of Law. She obtained state bar licenses from the state of California (1995) and state of Nevada (1997).
Judge Leung moved to Las Vegas in 1997. She worked as a criminal defense attorney before joining the city of Las Vegas Office of the City Attorney where she was assigned to the Criminal Division as a deputy city attorney in 1999. As a prosecutor, Judge Leung practiced before the Las Vegas Municipal Court, Eighth Judicial District and Supreme Court of Nevada.
Judge Leung presides over Las Vegas Municipal Court’s Women in Need of Change (WIN) Court. WIN Court is a specialty drug court which focuses on the recovery and redirection of women convicted of prostitution and drug related offenses. This program has successfully guided women through the trial and tribulations of recreating a stable and productive life and overcoming years of trauma and abuse. Judge Leung has been honored by the Foundation for Recovery as a Community Partner in 2010 for her work through WIN Court.
