Brief Description of this grant opportunity for FY 2015-2016

Welcome to the city of Las Vegas Emergency Solutions Grant (ESG) application process for the Program Year. The ESG Program is administered by the Department of Housing and Urban Development (HUD) and is authorized by the HUD McKinney-Vento (HEARTH Act), as amended.  The purpose of the ESG Program is to provide funding to:

  • Help operate “Wet Shelter” Beds
  • Rapidly re-house homeless individuals and families
  • Prevent families and individuals from becoming homeless.

The city is funding three ESG categories:  Rapid Rehousing, Homeless Prevention and Wet Shelter Operations.  Please review the application instructions to ensure your agency is eligible to conduct these activities.

The ESG program funded annually through Congress, provides citizen input in the decision-making process including: conducting focus group meetings to identify community needs, soliciting grant proposals from non-profit organizations, holding public hearings and making funding recommendations to the City Council.

Basic Information:

  • All agencies must be an IRS 501 C(3) or (4) Non-Profit in good standing to apply.
  • Agencies must be a licensed Shelter within the City limits to apply for Operations Funds.
  • Agencies must have been in business at least one year prior to the application release date.
  • Agencies must have a minimum 100% match which can be agency cash 75% and In-Kind 25%, or committed funds.
  • Agencies must be in good standing with the Nevada Secretary of State’s Office.
  • Agencies must have a current City of Las Vegas Business License for the address where the services will be provided.
  • The award of any agreement based on applications received in response to this NFA is contingent upon the City's receipt of its entitlement federal funding received annually from the United States Housing and Urban Development Department (HUD).

Important Dates:

  • Application Release:  Jan. 13, 2015
  • Application Submission Deadline:  Feb. 6, 2015 by noon
  • Late applications will not be accepted under any circumstance.

Technical Assistance Meetings:

Organizations planning to apply for city of Las Vegas grant funding are encouraged to attend one of the application workshops as there are important changes.  ESG Workshops are mandatory. Workshops are limited to the first 35, you must R.S.V.P. your attendance at (702) 229-2330.

  2. Jan. 20, 2015     ESG Applicants Mandatory from 1:30 – 3 p.m.
  3. Jan 21, 2015     Returning CDBG Applicants from 8 – 10 a.m.
  4. Jan. 21, 2015     First Time Applicants from 10 a.m. – 12 p.m.
  5. Jan. 22, 2015     Returning CDBG Applicants from 8  – 10 a.m.
  6. Jan. 22, 2015     ESG Applicants Mandatory from 2 – 4 p.m.

Application Process

After the submission deadline, OCS staff reviews all applications for applicant and project eligibility.  Applicants are sent a letter of explanation if the application is ineligible for HOPWA funding.  All eligible applications are made available to the Community Development Recommending Board (CDRB) members.  The CDRB is a citizen board appointed by Mayor and City Council.  The CDRB review the applications and listen to oral presentations (usually in February and early March) in order to assist with funding recommendations, which are provided to Mayor and City Council for final approval at a City Council meeting.  The City Council makes the final decision on ESG project allocations, typically in April.  The ESG grant funding year runs July 1st through June 30th.
